Based on computer and network,the born of the electronic record have beenconsidered as the key node of the development of the archival science.It was not justthe change of the vector,but that was very important for making the informationresources attribute of archives seen by people absolutely.So from theory base toconcrete practice,from subject location to the focus of attention,and from personneltraining to social status,the archival science have made a qualitative leap.Under theimpact of the social infomationization and the internetize of the informationspread,archivist are facing the great challenges and the same great opportunitiesbecause of the electronic record,who made them changed from doorkeeper toknowledge provider.Open access initiates that the information resources can be shared without anyobstacle,and committed to the free spread of scientific information.It provides fullprotection of intellectual property rights,and it at the same time tries its best to let theinformation resources to spread freely and really become the wealth of all people allover the world.This point is very important for our country to narrow the growinginformation gap between the developed countries and us.As the theoretical academicpositions and the service provider of archives use,archives have great socialresponsibility to protect and develop the archive cultural heritage resources andspread human memory and knowledge.The United States as one of the most developed country in world of science andtechnology. Today at the information economy tide of digital construction of the fileinformation, regardless of hardware facilities, or software technologies are in theforefront of the world.
