With the rapid development of china’s economy and full implementation ofthe "one household, a meter" policy, urban residents need to more and more water,gas and electricity resources, at the same time residents put forward higherrequests to residential environment and property management level. At present inthe field of meter reading, the ways that artificial meter reading, IC cardprepayment meter reading and remote automatic meter reading are common. Themethods of meter reading have some shortcomings. Therefore, these meterreading ways can’t meet the need of modern property management in terms ofaccuracy, timeliness and applicability. In order to change this situation in meterreading field, people actively explore more effective ways to read meter.The smart meter reading system combine computer technology with meterreading technology and modern communications technology together to reflectthe situation that residents use water, gas and electricity resources and well tomake up for the shortcomings of the meter reading. The system which based onimage recognition is composed of acquisition terminal and the control center.Collection terminal via a USB camera to shoot the dial image when receivedcontrol command which issued by the control center software, then transfer theimages to the remote control center in the form of IP packets by the GPRSnetwork. Control center software to achieve the purpose of remote smart meterreading by image recognition and data management.The development of smart meter reading system is introduced firstly athome and abroad, then the problems of domestic meter reading technology areanalyzed in this thesis. The thesis puts forward the overall design of smart meterreading system to solve these problems, including the overall principles and thelogical structure of system design, then the key technologies of the smart meter system are studied, including the transplantation of the Linux operating system,driver of the USB camera, GPRS communication technology and imagerecognition method. Finally, the smart meter system is simulated in a laboratoryenvironment, debugging collection terminal software and GPRS communicationcapabilities, image acquisition is implemented and the test is completed for moresatisfactory results.The smart meter reading system combine embedded system with GPRScommunication technology. Embedded system has many advantages, such asdedicated, high reliability, low cost and power consumption. GPRS wirelesstransmission technology has also many advantages, such as high transmissionspeed, long transmission distance, access rapidly, permanent online, chargeaccording to the flow and reasonable price. Which makes the entire smart meterreading system with low cost, reliable, practical, easy to use, user-friendly andsuitable for installation in a variety of environments. The system also can be usedas an independent, general-purpose measuring instruments application in manyfields, such as industrial control and remote monitoring, and the system hasbroad market prospect.
