The sudden, three-dimension and complexity of modern warfare has greatlypromoted the development of our army’s air defense command automation system.Effectiveness evaluation study for the air defense of command automation system is thekey technology and one of the difficulties for system research and development. We candiscover defects timely and accurately and verify whether the system is up to therequired tactical and technical indexes and the use of performance through the objective,impartial and scientific assess for the system. It can also ensure the quality of theequipment delivered to the troop and eliminate the risk of use, thus it is significance tofull promote the development of our army’s air defense of command automation system.The paper focuses on the relevant issues of the performance of air defensecommand automation system and finishes an extensive research. On the basis ofcomprehensive analysis of the ideas and the advantages and disadvantages of theexisting effectiveness evaluation methods, and also the combination of the evaluationneeds and the characteristics of the evaluation object, we put forward a comprehensiveassessment of the methodological framework for the air defense command automationsystem effectiveness evaluation. We also research the air defense command automationsystem’s function, structure and the duty of the warfare; analysis the influencing factorsof the index for every subsystem; and establish a comprehensive, rational and scientificeffectiveness evaluation index system. To determine the Index weight, according to thedisadvantage of using constant weight vector, we research the principle of local variableweights and put forward the index weight model by combine the AHP and local variableweigh. We also research the principle and process of unascertained measure integratedevaluation model, and give a method of air defense command automation systemeffectiveness evaluation, unascertained measure as the core and combined with AHPand local variable weight.Finally, the comprehensive evaluation method has been used on the systemeffectiveness evaluation of the two types of air defense command automation system,then integrated them to get the effectiveness evaluation level of the system. We sort the system by the value of the comprehensive assessment, provide recommendations basedon the result of the assessment on the improvement of the system, and verify the validity,availability and flexibility of the method at the same time.
