This paper processes a deep analysis on the real-time status and problems of the both national and international Human resources management, it designs a common system design model and function realization based on these problems that limit the development of the human resources management’s application and the lack of rational principals. We design and realize a function-oriented Human Resources Management system which runs as the browser-server model using Microsoft VS2010, SQL Server2008and Visual C#language. The system owns various models such as staff management, personal information management, employment management, salary management and system management. System emphasize on helping managers make a perfect plan on the development of the company and reducing the consumption of the investors. Companies can make decisions fluently with the use of the human resources management information system and make more profit than before without more investment. As a result, the human resources management system is going to be an important part of the development and management of a company.We analyze all the related participates of the system with the Simple Factory Pattern and design the use-case of the system. Besides, we describe the use-case model with the help of the United Modeling Language, and introduce the data flow of these events, and design the structure and the function of the system clearly. Importantly, we keep our mind on the security of the system access. Users who want to visit the system must have the permission of the system. All the information related to the security should be saved in a stable place in good protect. Only in this way, can the system runs effectively and need less requirements.We talk about the design and implement of the human resource management system and create a simple method in system design and application. We hope that the way to design the system and the design model will make a great effect on the development of the human resource management information system.
