Public Opinion Guide In Frontier Minority Areas Of Sudden Events

Today’s world exists in three forms:The first one is a real world; the second one is the world that you see; and the third one is the world presented by the media. Public opinion management, is considered to be an outstanding technique in the First World War, and is becoming a routine activity of the government and business sector. In the21st Century, liberalistic democratic system no longer relies on direct administrative governance; but replaces by immense power in the control of public opinion, to create extensive unanimity and ardent support of government behavior. The living environment in the outlying minority areas of our country is generally very poor and fraught with natural disasters. Ever since the reform and opening up, due to all sorts of causes such as the acceleration of the economic development, the sluggish improvement in the update of knowledge and safety concepts of the minority groups, as well as the defectiveness of the public service system and the emergence of all kinds of conflicts caused by the deepening of the reform, emergency situations happen frequently. Owing to the geographical reasons of the outlying minority areas, these sporadic incidents are often utilize through publicity by the hostile powers infiltrated in these areas to stir up trouble; they expose only the dark side of the problems and defame the government. Therefore, the strengthening of media management and proper guidance of public opinion is an important content while the local governments deal with those situations; and to a certain extent it influences the progress and results of those incidents. Proper guidance of public opinion not only create a positive effect on emergency situations, but produces important meanings in the unification of ethnic groups, maintainance of the stability and safety of the frontier, and the demonstration to the world of the good image of our government. This article uses both domestic and foreign researches for reference, and integrates the distinctive characteristics of the outlying minority area, using the Yunnan Yingjiang310earthquake as example, through the combination of case study and theoretical elaboration, exploring the regular pattern of public opinion guidance of the emergency incidents in the outlying minority areas, and try to make every effort to extract an effective and viable methodology, mechanism and system.
