In recent years, there are lots of emergencies happened frequently in the ruralarea which had serious impact on its economical development and social steadiness.Meanwhile, to handle with emergency is a complex and complicated socialengineering of which the early warning of the public sentiment in the rural area is animportant part. In a sense, the public opinion is a comprehensive demonstration of thecitizens’ awareness during the emergency of its occurrence, development, changesand its disposal stage. So, collecting the public opinion in time and early warningcould contribute to grasp the basic state and development evolution about theemergency and be in early stage to find, to handle, to dispose the emergency. So that,the loss during the emergency could be reduced effectively especially in curbing onpublic fright and maintaining the social harmony and steadiness. Thus, the earlywarning of public opinion has become a significant suspending issue which drew lotsof attention either in the theoretical or the practical field.For now, most rural area have the specified group of the public opinionmanagement, the relative laws and regulations and the preliminary reportingmechanism, and the early warning functioned in a certain way. Despite theachievement just mentioned, there are some problems exposed in the early warningwork in the rural area as well. The most obvious problems lies in the casualsupervision on the public opinion, the formalization but ineffective reporting of thepublic opinion, the lagging equipment of the early warning of the public sentimentand the less regulated warning management.The factors which cause those problems mainly include the weak awareness,lagging technology, no system, orderless institutions and so on. To strengthen theearly warning of the public opinion in the rural area should mainly focus on thefollowing aspects: promoting the monitoring methods of the public opinion,completing the mechanism to report the public opinion, establishing the early warningsystem of the public opinion, constructing the mechanism to ensure the early warningand so on. Firstly, to promote the monitoring method should lie in increasing theobjective to monitor the public opinion whose awareness could be enhanced bypropaganda, educating and training and constructing a monitoring system. Secondly,to complete the mechanism to report the public opinion should employ the remotedevice on each village to send the report to the township on the exclusive method. Meanwhile a platform of public opinion on the county should be set up. Thirdly, toestablish the early warning system of the public opinion should clarify theresponsibility and accelerate setting up the platform system, complete thecommunication means of the early warning of the public opinion. Finally,to constructthe mechanism to ensure the early warning should institute a professional team andset up the working system and enhance the financial support and so on.
