In nowadays, with the development of science and technology the competition in overall national strength in the world is becoming increasingly fierce, and the talent resource has become one of the most important strategic resources. To win the competition for professional talents, we have to improve the personnel service, conscientiously strengthen the management of talents, and to create a good environment for cultivating, gathering and utilizing the talented people. At present, with the growing of the university press, the increasing creative and vigor university publishing talents have made important contribution to booming natural and social sciences, and to promoting the socialist cultural construction. They are forming a special professional group and playing a critical role in China’s reform and construction. In our country, there are some serious problems in the management of publishing talents in spite of some achievements, which have restricted the further development of university press and high education in a certain extent. In the background of the knowledge economy and economic globalization, the existing publishing talent management modes and methods can not meet the demands of the age and social development any more. The change and innovation of publishing talent management is under urgent requirement. Establishing a publishing talent development strategy suitable for the actual situation in our country through executing talent management innovation research and exploring scientific and effective management method can not only sum up the experience of published talent management, establish a new scientific talent management idea, and promote the unceasing innovation of talent management research, but also can make full use of publishing genius, develop the university publishing industry, and flourish the socialist culture.This dissertation, firstly, analyzed the background and significance of the research topic, and summarized the related research work made by foreign and Chinese scholars about talent resource. The research objective and approaches were proposed. The main contents and innovative point of this article were also clarified. Secondly, based on the theories in all related fields, this dissertation described the relevant core concepts of publishing talents management and analyzed the practical significance of strengthening the publishing talent management. Thirdly, taking a university press as a case, all data obtained were analyzed in detail using statistical software. The existing main problems of the current publishing talent management were targeted, and the reasons for the existing problems were also explored. Finally, combined with the reality of China’s publishing talent management practice, this work put forward the ways to realize the innovation of publishing talent management in our country from five aspects, including management idea, management method, management system, management mechanism and management model.
