Since the concept of competency was put forward,the theoretical research and practical application of this concept develop rapidly.Many famous foreign companies have established the related talent evaluation system.IN recent years,our researchers also have built up a series of models based on the concept of competency for conducting recruitment and training of human resources.At the end of last century,our development and research of talent management software have been thoroughly researched.Especially the extensive application of large data and cloud computing technology,talent management information system which only performed to simply query and statistics has developed to a more complex functions that can be performed to talent predict and talent diagnosis.However,at present,most of our current talent management information system just only the management of the talent's age.education,professional title,professional and other simple demographic information.Then how to use the information technology to achieve the scientific development and management of the talents' competency in the deep level become the focus of the modern managers.Project talents has become the core of enterprise talents business in this critical period of transformation and upgrading,so it is necessary to establish a modern talent management system software based on competency model to meet the needs of today's enterprise talent management.With the requirements analysis of the project talent management system completed,the system is divided into six major functional modules--talent information management,search management,competency analysis and management,training management,support tools and system management.On the basis of the requirements analysis,the system carried out the detailed functional design and database design with ASP.NET and AJAX technology,use the neural network model with feedback and the organizational structure of Tianjin industry,state-owned system and establish a network architecture.The projects under the.NET framework,filter and process collection data by BP algorithm.Use the SQL server database ultimately creating the application software architecture based on browser/server(B/S).The project also created a project talent resources management platform,which provides project information,project talent competency,talent career planning,training plan and other information.As the valid tool of information management for Tianjin Industry and state-owned system,the project can provide variety of talent data query,statistics,charts and report printing.Finally,under a simulated environment we tested all the function modules of the project talent management system in order to further ensure the quality of the software.
