Talent appraisal system is an integrated system comprising disciplines and technologies such as computer technology, information technology, artificial intelligence technology, management science, decision-making science, psychology, behavior science and organization theory, etc. Based on modern psychology and behavior science, talent appraisal makes an objective measurement of a person's quality with technical means like psychological tests and interviews, thereby appraises this person with scientific conclusion. The current talent selection and employment relies mostly on traditional manual methods, whose disadvantages are obvious. First, input and calculation of mess data in each appraisal result in large scale and repetition of human labor. Second, various rules in the selection and appraisal put strict requirement for the staff of their familiarity of the process. Third, the appraisal is easily disturbed by personal factors. Therefore, these traditional methods are detrimental to scientific and fair selection of human talent.Due to the difficulties in selection and utilization of human talent in current HR management, more and more companies and enterprises have been calling for a precise, professional and highly functional talent appraisal system. Therefore, combined with advanced technology abroad and specific situations in our country, a new talent appraisal system is developed. This system precisely evaluates a person's deep-layer psychological features and personality peculiarity, and to the largest extent makes up for the deficiency of the traditional methods, which may lead to non-scientific decisions dawn from false data whose collection is effected by subjective judgment.In this system, the standards of selection and index of evaluation are decided and the appraisal models are established according to different types and ranks of posts. Data bank, model bank and method band are accordingly set up and the advanced J2EE structure is adopted. The system is developed with JAVA language, which enables the test by man-machine dialog of several persons simultaneously. After the test, the appraisal report is automatically generated. This comprehensive evaluation of the person's different qualities and abilities provides the HR management department with scientific bases for selection, utilization, training and obtain of personnel.
