Ever since1960s, with the advocation, promotion, and popularization by the United Nations Educational Scientific and Cultural Organization (UNESCO) and other relevant international organizations, lifelong education, as an educational concept of ultimate significance, has been internationally spread. More and more nations regard lifelong education as the most important strategic approach when they are dedicated themselves to heighten the quality of the nation and promote the national economy. This study concludes that, confronted with such complex and volatile media information, to make the audiences equipped with the media literacy of perceiving, opting for, utilizing, and participating in the media has been an essential part of the wholesome media ecology and a symbol of social civilization. Therefore, it is a very positive and beneficial exploration for constructing media literacy education system with Chinese characteristics to get down to media literacy education in the vision of lifelong education and, as the result, enhance the lifelong media literacy of the audiences. This study analyzes both the core concept and the relationships in terms of lifelong education, media literacy, and media literacy education. It takes example by both the theoretical and practical experiences from overseas countries, Hong Kong, and Taiwan. And it, taking Liaoning as the example, conducts investigation and demonstration analysis. In accordance with the current actual conditions of China, this study frames the fundamental principles apt for constructing lifelong media literacy education system, namely, the principle that media literacy education should center around the learners, the principle capable of being adapted to different stages of people’s life, and the principle that to provide active service should be combined with timely guidance. Based on the principles above, this study further proposes a multi-dimensional structure on the theoretical basis of lifelong education, a content system covering all stages of life, and a valuable approach of media literacy education focusing on family education, based on school education, utilizing social resources, making full use of media function, and mobilizing the learners’initiatives. And finally, this study puts forward some feasible tactics and suggestions for the development of media literacy education in the vision of lifelong education in China.
