In state tax inspection, human resource management is very important work, whichaffects the staff-work arrangement, personnel management, job assignment and many otheraspects. Efficient human resource management can improve law enforcement, promote theestablishment of an honest and efficient staff, and make the national tax inspectors morecohesive and powerful. So it is meaningful to set up an optimize system of human resourcemanagement to improve the work of staff-management, by means of informatization.It is required that the information system of the human resources management ofChangchun state tax inspectors should do the work of the inspectors’ main information, andthe work of attendance, awards and punishment. On the one hand, it can provide somemaintenance functions for the system, allowing users of convenient data backup, adding,restoring, or deleting; on the other hand, it can also take into account the reasonable encodingof the state tax inspection of human resources management information system, and reducedata redundancy. With the continuous development and popularization of computer networktechnology, network office has become the mainstream of current office work, so it is ofimportance to develop the system of human resource management in Changchun state taxaudit, in the way of B/S.The continuous development of local information network of National Tax Inspection,will affect the traditional way in human resource management, and in the way of C/S mode, itwill be more helpful than traditional way in benefiting the administrative ability of humanresource management Changchun State Tax Inspection in their quick, accurate, and effectivework. For the need of State Tax Audit’ work, reform will be more enforced, with a betterhuman resource management. In such a way a platform of talents selecting, working conditioncreating can be realized and the staff of cadres can be used in full.This thesis has designed and realized the human resources management system of statetax which is based on B/S mode using ASP, SQL Server2000as the development tools forsystem. In this paper, the human resources management is first analyzed systematically andthan the workflow and the specific use of the system. Still then, the various functionalmodules of the system are described in detail, including user login module, personnelmanagement module, the appointment and dismissal of management module, the departments information management module, recognition awards and disposing module, attendancemanagement module, system management module. In the last part, the paper summarizes theexperiences and conclusions, according to the results of the system development and testingphase, the discovery of the problems and the solutions of them.
