PetroChina Jilin Petrochemical Company is a well-known large and mediumsized state-owned enterprise. Since1950s until now it has developed into a groupenterprise with ten thousands of employees and fifty-four subordinate factories. For abetter planning and development Jilin Petrochemical Company (JPC) makes hundredsof infrastructure projects according to the national and PetroChina’s five-yearplanning construction and goals. These projects have a continuous sequence andlogical relations in the plans between this year and next year.Every construction period in each project has a great influence on finalimplementation of this year and long-term development plan of JPC. How to preparethe project progress how to make the project start carry on and final operation theseare all under a strict progress control management. And it has become a veryimportant subject in JPC’s enterprise management projects.Network training platform and corresponding construction project is animportant measure for JPC staff training during2010-2015period. It also plays animportant role in staff network training project. The operation of this project is theonly prerequisite for the five year plan and later develop of staff training. In order tocarry on this project successfully JPC established a special group which is responsiblefor the planning and supervision of this project.At the beginning of planning this project the project group has founded severaldifficulties the software developed by the training platform has some specialcharacteristics of petrochemical and it has to be combined with various simulation uses in each factories with its different process so the development cycle is muchlonger than the general infrastructure projects. Further more there’s no availablesoftware in the market and the software professors estimate it may take one and a halfto two years to complete the preliminary development work. After the hardware iscompleted the compatibility between software and hardware also needs some time tofinish. If we just do the routine planning and management step by step theconstruction period may probably take one or two years which will contradict withthe five year training plan and the ever-growing of staff training demand.To achieve an ideal construction period the project group make an analysis andseveral stages for the entire project content and then breakdown tasks in each stages.They distribute the project responsibility matrix and also increase the cross operationcontent. They establish characteristic and maneuverable item schedule according todifferent hardware construction decoration software development and overall linkagedebugging.In the project implementation process according to the key points and thescientific principles of schedule control the project group set down four characteristicschedule control scheme. It is through a serious of effective control process andmethod during network training platform construction that makes the constructionperiod cut down from the original estimate of18months to13months and it isthrough the schedule control in the project that makes the10months’ training needsfinished ahead of3months.
