The Design And Implement Of The New Rural Cooperative Medical Management System

At present, with the constant development and perfection of new rural cooperative medical service, using computer as management tool is the most basic requirements. According to the development characteristics of our city’s new rural cooperative and combining with the actual situation of the rural medical and health, establishing the new rural cooperative medical service management system has become the urgent requirements for city management department to regulate compensation behavior, improve work efficiency, and ensure the safe operation of the fund.First this paper expounds the background and the meaning of system development; and analyzes the requirement of new rural cooperative medical service management system, and describes the business process of system. Then it carries on overall design about database design, interface design, patient admission interface design, and designs the system in detail. The main functional modules includes10aspects of user login, admission information management, discharge information management, rights management, fund management, medicine management, participating file management, clinic compensation, admission compensation and identity audit management. Also, this system realizes various kinds of function from essentially such as participating file management, new rural cooperative card management,farmer information change management, annual carried forward, clinic compensation, quota compensation, admission compensation, chronic disease compensation, medicine management, plan maintenance, system management, income and expenditure of fund, fund balance, data query and report print, etc. Finally, in view of the existing problems in actual operation process, this paper makes optimization and function tests, and concludes test results.The system uses the c#.net and asp.net as a development tool and relational database SQL Server2005for background. At the same time, it adopts independent redundant disk array, Virtual private Network (Virtual private Network, referred to as the VPN), double machine hot backup, fire wall, digital certificate CA and other Network technology.This system has basically reached new rural cooperative information system construction goal, and reduces the economic burden which caused by sickness poor, and standardizes the participating farmer’s medical behavior and compensation behavior. At the same time, it is convenient for participating farmers to go to a doctor, and ensures that the participating farmers can enjoy better health care services and improve their health level.
