Desgin And Implementation System Of New Rural Co-operative Medical Service Information Management

At present, traditional manual methods are still applied to handle new rural cooperative matters in some rural areas of China. As a consequence, the efficiency is rather low and it is impossible to guarantee data quality. Although informatization has been realized in some areas, phenomena such as poor data timeliness, failure to promptly release information, incomplete service network, and lagged informatization are common. Thus, it is of greatly realistic significance and value to develop a system that may not only provide comprehensive, continuous and complete medical management services for participants in the new rural cooperative medical scheme, but also realize digital, information-based and scientific information management within cooperative medical services to improve the efficiency of new rural cooperative work and services.On the premise that new rural cooperative medical work was investigated, the author acquired an understanding on job contents, procedures and job demands of new rural cooperative medical management. Through demand analysis, this system adopts integrated development model. By using the UML modeling tools, the use case diagram and class diagram for system was designed. Combined with technical features of ASP.NET, C # language was employed into development and design with the B/S three layer architecture and SQL Server as the backend database management platform. By designing modules for management of users’ privileges, medical organizations, static data, participants in cooperative medical services, funds, cards, and compensations, inquiry and statistics, specific functions for managing the participants’ basic information, funding payment, card production, outpatient and inpatient compensation services, and statistical statements development have been realized. Finally, these functions were tested in detail and the results were obtained.Currently, this system has been applied into the practical work. The practices prove that the design of this system has generally achieved the goal of construction for a new rural cooperative medical information system to meet the requirements of efficient, accurate and rapid management of new rural cooperative medical services, realize integrated management of business data and basic data, present good utilities, and promote steady, sustainable and sound development of local economy.
