With the reform for our nation's medical care system evolving to a new stage, amount of the transactions of social insurance have increased greatly, the traditional manual management methods cannot fit this new trend any longer. In order to assure the proceeding for the reform smoothly and manage the medical care information efficiently, and furthermore, improve modernized level of the transactions management for the new rural area cooperative medical care system, it is urgent to introduce technologies of Management Information System (MIS) into this field and implement a new rural area cooperative medical care management information system.A management information system of new rural area cooperative medical care is introduced in detail in this paper. Based on the full analysis of nation's relevant policies in rural area cooperative medical care and nowadays situations we design and implement this general-purpose management system. We stick to the software engineering methodology and the life cycle model in the process of system design and implement. For the efficiency of development we incorporate the Rapid Prototyping Technology in our development process. By evaluation and improvement, the prototype evolves to the final product. Object Oriented technologies are also applied in our system, class library inheriting speed up the develop cycle and also improve the dependability of the system. And for adaptability and security of the system, we apply trigger and storage procedure technologies. Applying the whole system in rural areas of An Yang shows that the system is efficient and convenient, and has got the obvious economic effect for local economic development.
