In recent years, with the internationalization of higher education, international exchanges and cooperation begin to get extensive attention in our country, especially with the deepening of reform and opening, the useful experience of the development of higher education abroad are constantly introduced to the domestic, the people’s exchanges are more and more frequent and cooperation in teaching and scientific research is going continuously to deepening. So the foreign language education in higher education need to intensify efforts to do international exchanges and cooperation activities to improve the overall quality and competitiveness of the students, rise international cooperation ability of the College of Foreign Languages and enhance the capability of independent innovation of the college. As the focus of advanced international studies of the university education, the college of foreign languages of Shandong university work with the international exchanges and cooperation in recent years, leading to a rapid increase of information. Using the manual management information has become increasingly unable to meet the needs of international exchanges and cooperation of the college. Therefore, in order to improve the management efficiency of international exchanges and cooperation, we inevitably need to infomationize international exchanges and cooperation works, and the development of international exchanges and cooperation management system is a software system to efficient and fast manage international exchanges and cooperation with a clear purpose and pertinence.The system developed eventually realize the function of the international exchanges and cooperation management, which divided into six function modules:the visit management function module, business passport management function module, foreign reception management function module, foreign experts teacher management function module, unit one reception management function module, foreign experts and teachers management function module, international conference management function modules and exchanges and cooperation project management function module. It can handle businesses like declare about teaching and administrative staff go abroad to participate in academic conference, collaborative research, study visits, get short-term lectures participate in contests in short-term on business and deal with passport visa. It realize the record of the information about passport maintenance, lend and return of all college faculty, and the record of the information about visa application and accraditation of the visit people from abroad. It can help to engage and sign a contract with experts and professors and to do system, the application and audit of the international conference. In a addition, the administrator can give different operating authority to different proposer according to the different characteristics of the exchanges and cooperation projects. The system uses J2EE as the development platform, SQL Server2005as the database management platform, and JSP as the main interface design language to implement the international exchanges and cooperation management system based on B/S structure in tomcat server.This paper mainly describe with the whole process of the implementation of the development of international exchanges and cooperation management system of the college of foreign languages of Shandong university in detail. Firstly, it briefly introduces the development background of the system, then briefly introduces overseas and domestic research status of this system to clear and definite the value and significance of the development of the system; secondly according to the requirements research of international exchanges and cooperation management status of the college, the system will do requirements elicitation and get detailed needs analysis of the content to clear functions the system needed to have; thirdly, according to and requirements elicited and the content after requirements analysis to do detailed design of the system, and describing the detailed design by UML class diagrams; finally detailed introducing the implementation process of every functional modules of the system through the development of system interface screenshots and the analysis of the system key code and complete the development of the entire system with system testing.According to the actual work situation of international exchanges and cooperation management, the system realize the integration of the information of international exchanges and cooperation management, improve the degree and speed of automation of the international exchange and cooperation management, and efficient complete the international exchange and cooperation work.
