As the rapid development of modern information technology and internet, cloud computing, SaaS and its relevant application is becoming hotspot research field. Based on SaaS (Service as a Software) and its application, which is an useful way to improve the implement of information application for medium and small enterprises, based on modern technology such as cloud computing and relevant technology, and combined with enterprise applications. With the help of SaaS applications, medium and small enterprises will no need to buy a whole software installed and relevant equipment, no need to employ specialized staff to maintain the system. Therefore, the cost and usage risks will be cut down.This dissertation is based on SaaS (Service as a Software) conception and takes digital management system of coal-fired power plants as the research object. It focuses on how to use relevant theories and technology to analysis, design and develop SaaS. Around the theme, this dissertation researches related theory and technology of SaaS model and digital management information system, and puts forward a new model of application development framework---SaaS platform structure. Based on this framework, using related development technology and framework of Java, such as Apache CXF, Struts, Spring, Hibernate in order to enforce digital management system of coal-fired power plants. The ultimate objective of this dissertation is to make the coal-fired power plants achieve low cost, low risk and high security by using digital management system, and improve the application level of information technology so as to enhance the core competitiveness of enterprises.This dissertation firstly researches the related theory of fuel management in power plant and digital management information systems, and then on the basis of former theories. It analyzes existing problems of coal-fired power plants in the process of inner information from the aspects of organization structure and system management process, Through the related theory study of the SaaS model, including the characteristics of SaaS model, and the commonly development framework of SaaS and the role and function for enterprises, finally it puts forward SaaS development platform and its technology route to the SaaS software development. And combined with the requirements of thermal power plant management system, design and realize the digital management system based on the SaaS platform. At last the dissertation will make a summarization and prospect for the full text. The main innovation points of this dissertation is the introduction of advanced cloud computing, through the extensive use of information resources and further exploitation, and continue with the improvement of production, operation, management level and efficiency, and promote competition ability of enterprise, so as to create more economic benefits for enterprises and enhance its development; This dissertation is to put forward a kind of useful practice mode for the enterprises informatization---System architecture model with digital management based on SaaS model.
