The wide application of Internet technology has brought remarkable changes in improving the work efficiency within all walks of life, the change of management and the core value of the enterprise. Comparatively speaking Coal Industry, the information building is slower and still under the traditional distribution management which is not only inefficient, but also consumes a lot of manpower and material resources and cannot satisfy the requirements of enterprise development. From this background, it has become the inevitable trend to use Coal Distribution Management System according to the process of distribution and management requirements.The system in this paper is based on requirements of our domestic well-known coal enterprise with full understanding of enterprise’s business demands. It adopts more popular B/S system in the system implementation, while J2EE as the most popular technology system is used in coding. According to the requirements of enterprise system database, Oracle database management system with RAC, the best stability and the most perfect functional, is put to use. In the application of server, it adopts JBOSS of RedHat Company and carries out through Nginx to ensure the application stability and high availability.It needs to divide the whole system business before the construction and it is divided into five function modules, customer management, safety inspection management, contract management, coal transportation management, distribution and billing management, according to the enterprise requirements. Customer management is mainly for the customers with coal demands including customer information modification, customer information inspection, etc. Safety inspection management is responsible for the safety inspection of enterprise internal coal storage, office site, including appointing the inspection plan, check inspection summary, etc. It is very trivial and needs a lot of manpower and material resources for coal distribution management, so it is of detailed design for this module and coal transportation management is divided into coal transportation, factory coal management, port coal management, plan management, coal transportation tracking management. The division can improve the work efficiency obviously. Contract management is for inspecting all kinds of transportation contract and coal sales contracts. It is also very important for enterprise of the invoice management, including auditing invoice, invoice entry, invoice statistics, invoice check.It will be core information system as the completion of coal distribution system and will effectively guarantee the process of coal distribution, assist with reasonable plan, and improve working efficiency. At the same time, the system can support the database for making and operating safety inspection plan to avoid insecure factors to accomplish a nip in the bud.
