With the fast social economical development, infrastructure construction qualities invarious aspects have been continuosly enhancing, railway transportation in China hasexperienced great advancement and development. As a window toward the market for railwayfreight, freight directly connects customers and mainly in charge of transportation,warehousing, loading/unloading and delivering operations. Because frieght covers multipleaspects of opeations in labor assisngment, socialized production, and during90’s whileChinese railway bureaus were developing application softwares, main emphasis was onstandalone informations step by stpe, therefore communication within different systems isinefficient, and information within various systems can not be properly shared, thus makingthe system not able to meet requirements from multiple freight clients.The change of market environment call for a series of requirements on the freight yardinformation system, such as: able to sense the dynamic status and use of goods in the freightyard, ensure timely goods delivery and quick response to customer requirement, traceinformation of goods and vehicle, lower warehousing cost, optimize freight yard resourcesetting to enhance cooperativity within departments. However merely copying the currentbusiness process by piling information technology is already difficult to meet this requirement.Even the requirement is found during the current informatization development, it often cannotbe implemented due to the high update cost of computer system, thus making an inactiveorganization of the railway freight yard. With the objective to solve these issues, this dissertation proposes an informatizationimplementation approach based on Business Process Reengineering (BPR) using railwayfreight yard in Baoji East station as an example. This method breakthroughs limitation of theworking flow on the basis of current department, makes long objective of railways stationfreight yard informatization from the aspect of client, use the working flow reengineering asthe core, implement rational informationzation construction based on business working flowinnovation. Firstly, the current freight yard informatization situation and issues are deeplystudied to pinpoint the key issues within. Then the theory of BPR is introduced for analyzingthe business requirement in the system business requirement, and the feasibility of applyingBPR is discussed. Then the solution in the railways freight yard informatization solutions tokey issues are proposed based on the reornization of current business flow. Based on the casestudy of the freight yard in Baoji East railway station, this disseration presents the systemfunction module design, system use case analysis, system structure design, system operatingenvironment and device setting, database structure and networking topology structure design,based on the study on current organizational structure and business flow reengineeringanalysis. In the end, this dissertation finalizes the information system development andpresents the implementation result and makes a brief description. Validate the accuracy,feasibility and effectiveness of the system, by the practical application situation.
