With the rapid devevelpment of economy, video surveillance industry has developed fastly. In enterprise, government, family or other aspects, it has played significant role in those aspects recently. The traditional video surveillance can not meet the needs of people, because the traditional video monitoring system has many drawbacks such as the long time installation, destroying the original family decoration, the low video information effectiveness and so on. In order to satisfy the people’s needs of video surveillance and protect private safey and social security, a new video monitoring system should be developed urgently.The3G technology and the development of video compression technology have provided plenty of sufficient bandwith, which ensures video resolution with higher compression rate.Such two techniques provid technical support for designing a new video monitoring system. ZheJiang Telecom have performed a3G video monitoring project which the combination of new demands of video monitoring system and the3G technology. The purpose of the dissertation, which is derived from the project, mainly design a application software in Android system Mobile phone. At first, Video is captured with the front camera that is compressed by H.264protocal, then the video data is transmitted through Zhejiang Telecom CDMA20001xEVDO network. finally users could browse video via mobile phone and perform interactive operation with the front camera. Based on Android system, the dissertation studies real-time streaming meida transport protocol and the method of H.264decoder, and designs the methods of application software in mobile phone. Many kinds of functions in Android system mobile phone can be realized, which such are shown as follows:(1) Through research on Android system, which the researcher can master not only the configuration, subassembly and the basic characteristics of Android system, but also the method of development application software.(2) The function of activation the software intelligently and automatically, which is described as that when the front camera detects abnormal video collection, the user mobile phone will receive a phone call as an alarm. After the phone detecting the number, send by front camera, the application software will be actived automatically.(3) Design the UI of3G video monitoring application software, including login,paly and other interfaces.(4) Send control message to front camera initiatively, open video send program. So that,the users can browse video data in anytime at area that network covers.(5) Research on the protocol of RTP/RTCP and-TCP/UDP, analyze the module of receiver data, and extract the video data.(6) Based on the research on the Ffmpeg, the part of H.264decode in Ffmeg could be translated into application software and making sure the software could play H.264file.(7) When video data are received, some functions, such as smart alarm, and its PTZ control can be realized as a result of adding the interacted control.This application software as a part of "3G video monitoring project", it is tested in the telecom VPDN network with front camera,then optimized the program algorithm, finally realized commercially.This disseration also has reference for other programs design based on Android system.
