At present, the China has entered a critical period of reform and development, economicsystem, social structure and pattern of interests produced a great change, people’s ideas had aprofound change in this unprecedented social change has brought great vitality to China’sdevelopment and progress will inevitably bring about this kind of contradictions and problems.Lead to mass social security emergencies increase in the number of occurrences, the numberof participants, the event the scale of the rise and expansion of the trend. Behavior is more andmore intense, confrontational exacerbate serious and destructive.Therefore, in the2008Session of the Eleventh National People’s Congress meeting, inthe Premier Wen Jiabao’s government work report, the Emergency Management System:theState Council will establish a unified national incident information system, local people’sgovernments above the county level should be established or Determine the unexpectedevents in the region unified information system. To prevent and reduce the occurrence ofunexpected events, control, mitigation and elimination of emergencies caused by serioussocial harm, we should standardize the emergency response activities, to protect the safety ofpeople’s lives and property, safeguarding national security, public safety, environmentalsafety and social order.Mass incident response departments, especially the public securitydepartments have been eager to have a set of transmission of audio and video data to quicklyand effectively and timely upload issued the chain of command, can be effectively integrateddecision-making system to coordinate the work of the various departments, but the real workto meet these needs of the system is little, even has, there are also a lot of compatibility issues.This system through the integrated use of modern advanced technology, computernetwork systems based on wired and wireless communication systems as a link, use ofadvanced software development methods based on workflow model, combined with the entiresystem of open, modular design strategy, fully consider the practicality and scalability of the entire system can be flexibly configured according to the actual needs of users, and eventuallybecome a wired and wireless communication by combining a combination of documents,voice, data, image transmission, collection of information received, case processing, resourcedecision-making, operational command in one, fast response and resilience of mass incidentscommand and decision system.
