From "clenbuterol incident" to" tony red incident ",from" drainage oils incident"to" dyeing steamed bread incident",in recent years food safety events take place continuously in China.Food safety not only has become one of the people’s livelihood topics that people dicuss frequently,but also is the people’s livelihood project that government take seriously.As a watchdog of social enviroment,the media play an important role in food safety incidents.The report of media about food safety not just influence the decision-making of government,but affect the congnition of the public for food safety events.The paper mainly rely on the agenda-setting theory,and select the"the People’s Daily"、"News30’ and Sina, three different media’s report samples about "Sanlu milk powder incidenf"from September11.2008to October31.2008for qualitative and quantitative analysis.The main contents of research include comparing the difference of agenda-setting and analysing the character and the shortcoming of the agenda-setting about "the People’s Daily"、"News30’ and Sina from layout distribution(in the People’s Daily)、report theme、news source and reporting attitude,then summarizing the function and effect of the traditional media and network media in "Sanlu milk powder incident"The result of the study shows that the report of traditional media and network media are mostly from the official and emphasis are different on report theme.Moreover on the positive report the traditional media have a high proportion than network media.Overall,the media report to the Sanlu milk powder not only meet the public’s right to know,and play a positive role in the guidance of public opinion and supervision by public opinion.
