The level of the integration of informationlization and industrialization development assessment is an important means to evaluate and understand the progress of enterprise integration of informationlization and industrialization. However, because of the large number of enterprises nationwide, the great difference of the various regions of the industry characteristics and business development stage, it is necessary to take the regional characteristics of the industry and enterprise development stage of segmentation into consideration, in order to reduce the complexity of the existing evaluation process and data, further improve the evaluation accuracy, give reference to government for understanding the levle of integration of informationlization and industrialization in different regions, sectors and enterprises, make enterprises to understand their own development level in the industries, regions and the nationwide relative levels. To this end, this thesis studies the characteristics of the regional industry and enterprise development stage evaluation methods, and develops the evaluation software system.This thesis studies the regional feature evaluation method based on expert decision-making, and gives the weight of regional industry importance. In view of the influence of regional industry characteristics on the evaluation results, the evaluation method of regional industry characteristics is proposed based on the combination of expert credibility and analytic hierarchy process. In the designed expert credibility measure algorithm, expert gives the weights, as the base for later further adoption of expert evaluation data. This thesis also establishes the model of regional industry type, design the regional industry survey weights measure algorithm, and completes a numerical example to verify using integration of informationlization and industrialization date from a sample area.This thesis suggests a evaluation method of enterprise development stage based on expert fuzzy evaluation, by analyzing the evaluation of enterprise development stage. This thesis also applies the fuzzy comprehensive evaluation method, which based on expert credibility measure algorithm and the Industrial Enterprises Informationlization and Industrialization Integration Definition of Norms, designs the evaluation rules of the enterprise development stage, and gives the evaluation strategy based on the regional industry characteristics and the actual characteristics of integration of informationlization and industrialization development stage. According to the two integration evaluation questionnaire and expert decision, the combination of regional industry characteristics and the actual characteristics of the various indicators of the comprehensive realization of fuzzy evaluation can be got. Then bring it into the evaluation rules of the enterprise development stage, the conclusion of the evaluation of the two integration development stage can be got. In order to verify the effectiveness of the proposed evaluation strategy and algorithm, this thesis makes a simulation study based on a sample enterprise. The research results show that the evaluation method and the algorithm can provide an effective development stage based on the regional industry characteristics and the actual characteristics for the sample enterprises.On the basis of theoretical research, this thesis use Microsoft Visual Studio 2013 and SQL Server 2008 to develop a CIIS software system for the measure of area-oriented integration of the informationlization and industrialization level evaluation. In the CIIS system, this thesis design a user management module, a regional assessment module, enterprise evaluation module, realizes the design of the informationlization and industrialization fusion rating estimation method in this thesis. Based on the assessment data of integration of informationlization and industrialization from the a sample area, this thesis tests the CIIS system. The test results show that the system can correctly draw the development of regional and enterprise integration of the informationlization and industrialization.
