In recent years,despite the rapid development of world economy,people have to face public safety incidents and various natural disasters frequently.While general communication network damaged and rescue command blocked,strong capability of the emergencycommunication network often can greatly shorten the positioning time,rapid directing rescue to minimize the loss of personnel and property,which makes more and more people to research the emergency communication network and its ability.In our country,althoughmore and more attention is paid to the construction of emergency communication ability,but as a whole,in many areas the goal and direction of emergency communication are not clear,which results in the emergency communication ability being in a backward level.Establishing a complete and effective evaluation method and process for emergency communication networks is very important for to guide the construction of emergency communication systems,to whichpeople pay more and more attention.The paper first analyzes the research background of emergency communication capability evaluation,expounds the present situation of emergency communication ability evaluation in developed countries such as Europe,America and Japan,points out the shortcomings of China's emergency communication capability evaluation;then analyzesthe structure of emergency communication network,summarizes the emergency communication network architecture to adapt to the actual situation in our country,concludesthe basal capabilityof the emergency communication network architecture which is suitable for the actual situation in our country;compares and analyzesseveral existing evaluation methods,proposes the comprehensive evaluation model based on fuzzy hierarchal analytic methodbysynthesizingfuzzy hierarchal analytic method and fuzzy comprehensive evaluation method,and derives a complete set of formulas for evaluating the emergency communication capability of emergency communication network systems and appliesit to the comprehensive evaluation of the single factor of emergency communication network.The actual situation of our country is complex and diverse,single factor evaluation results are single and not convincing enough,which comprehensive evaluation of a single level based on the emergency communication network architecture cannot meet the needs of China's actual situation.So in the paper,we expand the proposed model,set up multi-level emergency communication capability index system,obtain the comprehensiveevaluation method of emergency communication ability of multi-level and multi index emergency communication system.At last,according to the actual situation of a certain area in Yunnan,we analyze the index system of its emergency communication ability,structure the fuzzy judgment matrix,apply the comprehensive evaluation model based on fuzzy hierarchal analytic methodto achieve the hierarchal analysis,and apply the software MATLABto program and design,with which strong computing power to process the complex fuzzy judgment matrix,obtain the comprehensive evaluation results,which illustrate the effectiveness and practicability of the comprehensive evaluation model based on fuzzy hierarchal analytic method.
