Research purposes:Mobile communication has increasingly applied in our daily life. With the expansion of the network size and the improvement of network coverage, we need better network performance and the improved quality of service. Therefore, network optimization, as the most comprehensive and the most extensive profession in the mobile network operation and maintenance system, is putting forward higher requirements on the quality of technical personnel. Accordingly, it becomes very necessary to have a systematic analysis on the quality of the network optimization personnel. Through systematic methods, this paper will set up a research model on the network optimization personnel quality to analyze the key factors a technician should own. Aiming at improving the skills, the operation performance and the management of the network optimization personnel, we will gradually build a high-qualified team to satisfy the needs of network optimization.Research methods:Quantitative analysis method is adopted in this paper. The data is collected through expert interviews and a questionnaire survey, then the data is analyzed through mean and variance methods. Thus the relationship between various factors of the network optimization personnel quality model will be obtained. Based on the document analysis, the paper explores the characteristics of the network optimization in the telecommunications industry, the significance of the network optimization personnel and the theoretical connotation of the development of professional quality mode. Through the course of the expert discussion, a professional quality scale will be established, quantifiable items will be given, and a questionnaire on "the competence table of mobile network optimization personnel" will be formed. Then the questionnaire will be distributed to collect the opinions on the significance of the network optimization personnel quality.75questionnaires are distributed and48are valid. The survey data is analyzed by the project,5items including47detailed items on the network optimization personnel quality model are obtained.Research findings: Personnel model contains five items:the motivation and attitudes, communication and coordination capacity, personality, professional knowledge and professional skills. The questionnaires were distributed among network optimization directors, operation and maintenance directors, marketing and customer service stuff relating to the telecommunications industry optimization.75questionnaires were distributed and this procedure resulted in48usable samples.Motivation and attitude is regarded as the most important function, and the four aspects of communication and coordination capacity are thought to be the secondary functions. Through the mean and variance analysis of the five items and83secondary items,49final items have been reached out. The study found that the quality of telecommunication optimization personnel model can be applied not only in the network optimization but also can be used as the personnel recruitment, training and performance and reward system design, human resources management to improve the business competence.Research limitedThis research is confined to China telecommunication industry Hebei branch. For the quality of personnel model in other mobile network operators, this may not be applicable. The questionnaire contents may cause structural range restriction based on the crowd of questionnaires.Practical implications This research’s significance is the analysis of the Chinese mobile employee’s personnel present situation.
