Through the fast development of more than 20 years, Chinese TV industry has already become the strongest mass media of China at present. However, China is not a powerful country on TV. Compared with the speed and scale of social development and the national status in the world, the enormous disparity still exist in the development of Chinese TV. Such as there is unsuitable between the system of TV industry and market economic system, which the productivity also has not gotten abundant liberation; and there is unsuitable between the development of TV and the people' s increasing spiritual culture demand; and the quantity and quality of the TV program are still insufficient. The economic benefits that the Chinese TV creates can't compare with developed countries' . The social influence especially international influences of the Chinese TV program are insufficient, the trade of copyright was so few, especially the exportation can nearly be ignored. And at the development and use of new and high technology, there also is a lap compared with the other country in TV industry. The technological transformation and renewal still lag behind.It is high time that Chinese TV industry change. If we are still think of the different national conditions, institution, nature and so on as our explanation, and scorn to take even a glance to the experience which others succeed, can we not only conceal the backward fact but will lead to the fact that more backward.The core competence theory of the enterprise thinks the core competence of the enterprise is the sources of the advantage and main profit that an enterprise competes sustainably. Making a general survey of the international huge media, there is not one that does not have outstanding corecompetence. So, this text thinks our TV media need paying close attention to the construction of core competence that lacks the competence in the fierce market. Because of this, this text regards core competence theory of the enterprise as the theoretical foundation. We have carried on some preliminary discussions to the meaning and construction of the core competence of TV media.
