With the development of the archival science and computer technology and communication, the archival science has been developed worldwide. Due to the social information advancement, document and records managing integration, file and books, information managing integration, they have the new demands for both the special knowledge and skills to archival worker, so the education of archival specialists has to adapt to this change. With the knowledge accumulate greatly by science and technology developing, the update to archives management by information technology, they would have an enormous impact on the construction of Archive field, and they challenge the development of human resource in such field. The concept of competence and the research on the mode of archivists'competence are the prerequisite, it is the wise choice of guarantee the Chinese archives business develop with high quantity and vigor. The research on the competence of archivist and the professional education provide the necessary conditions for the archives develop to the aspect of differentiation and integration, the rapid development of archive foreign affairs and the starting and popularization of information social.Such roles of archival workers have been classified by the society traditionally as the social memory storekeeper, the historical fact maintainer, the scientific cultural disseminator, the leadership decision-making advice, the social work service person and so on.With the fine distinctions of social division of labor and the evolution of civilization of mankind, the jobs of archive serve as the complex brain works which melts the integration of history, knowledge, consultation and service to a body, it is far to make the archive workers to identify their own role with a variety of conditions exactly by just analyzing the roles from the social angles. It is necessary to analyze the competence of archivists and research on the competence, because the information age bring a science concept to the file worker. Meanwhile, the human resource science provides the new methods of competence theory and competence model constructing, as well as other external experience.Archival workers should define their work from a totally new angle so that they can realize that ordinary roles they have been playing and do the work with the positive attitudes and thus make a great achievement. It is the only way to make the rapid growth in the field of archive.The important questions of competence are constructing and appraising the competence element and model. In all of the managers, one of the great parts are archive workers who are engaged in the file information industries, they should be already have certain knowledge and know archives elementary theory and the skill. They are the core strength of archives business, their competence level has decided the quality and level of archives business.Generally speaking, competence is the individual characteristic and behavior which refer with the work achievement level in specific work post of specific enterprise. In other words, competence is the individual characteristic and behavior which can differentiate the outstanding staff and the common staff in specific work post of specific enterprise. Competence model is linked to special post company and the special post had the requirement for competence in turn. The competence model and the specific work post in specific enterprise have close correlation, different enterprise and different work post will give different request to the competence. We have through certain method to observe the staff's competence in the enterprise, distinguish, qualitatively and quantitatively analyze it and so on, form each kind of competence element which will compose the model.To figure out competence model, the first important thing is to construct the main factors of staff's competence.This paper collect the data about organize structural drawing, post specifications, project mission assignment/target, flow chart working training data/specialty course, skills, competency and so on in archive organization, base on the flow chart working of archivist and the developing trend of archive business, use the way of consultation and investigation, the way of reading document, the way of ratiocination, the way of observation and analysis to classify the post and analyze the role in archival organization. Archival worker includes archival appraisal person, archival acquisition and collection person, archival arrangement person, archival retrieval person, archival custody and conservation person, archival providing access and use person, archival currency and education person, high-level manager, middle-level manager, low-level manager and archival informatization person. Then according to the work flow and behavior of workers, analyze the general and special competence of the twelve kinds of people and draw competence element. Based on competence elements of archivist, define each competence,and construct the competence model.Based on the model mentioned above, the chapter 5 continue constructing the system of the competence appraisement of archive worker. It includes five aspects: the appraisal characteristic, the appraisal way, the appraisal flow chart, the appraisal content and the appraisal result of competence. At the first part, we will investigate the importance and usualness of each essential factor by questionnaire survey. With the data, get the average number and standard deviation, based on the theory of Chebyshev and evaluate the reasonability to the competence model. Finally, deal with the results of evaluation by feedback and filing.
