Water resource is a basic resource for human survival and development depends on the most serious resource problem facing humanity in the21st century. With continued population growth and accelerated process of industrialization, the demand for water resources continues to increase; the relative lack of water resources continue to be contaminated is wasted. Economical use of water resources, protection of water resources are not wasted an effective way to use the protection of water resources sustainable use and sustainable development. Use of information technology to establish a comprehensive water resources management system can effectively improve the management of water resources and management level, implementation of water conservation, water resource management to scientific management, dynamic management, fine management and quantitative management of change to achieve water use evidence-based incentives.In this paper, the water management institutions and the actual situation of Shunyi District, Beijing, in accordance with implementation of the Water Law of the People’s Republic of China in Beijing approach "in the requirements development and design to save water classification and grading management system.
