With the deepening of the chinese reform and openning, the regrouping of the telecom enterprise in China, the telecom industry monopolization will be broken, and the competition will be vehement more and more in the telecom market. And the day "3nets in1" will coming, fix-line network and mobile nerwork will be converged constantly, the requirement of the customers will changed, the requirement of the business compixity, security and the business transaction efficiency is rising constantly, so, all the telecom operators have to speed up the building or perfecting their operation support system, so that improve the running efficiency and the income, and strengthen the competition power in the markets.This paper will comprehensively analyse business models of telecom operators and a variety of techniques currently used in telecom OSS systems, Study how to use mature J2EE architecture to build such architectures and business models for telecom operators, to meet their component-based, high-performance, high scalability requirements, and establish the structure of the development of open standards process, to address the current difficulties and problems which telecom operators are facing.This paper introduces the architecture of J2EE, and gives a well analysis to the OMS (Order Management System)-the core system of the OSS(Operation Support System) of the telecom operators. This paper uses the OO method to analyze and design the OMS, including the reqirement analysis, the system architecture design, the database design,the business model design, the function module design and the design pattern, based on the J2EE technology and complete system test. Anyway, this paper uses the J2EE and UML to analyze, design and implement the OMS model. This model will be a credible referrence for other OSS venders.
