Order management is a necessary part of enterprise business management. It refers to the production planning, production receiving, production approving and order searching. The fluent operation of order management is good for the development of project, and is good for optimization of deploying enterprise resource, and is good for the healthy development of enterprise, so as to improve the enterprise competition in the business market. It is very important for enterprise to develop order information management system. At present order management has some problems in one telecommunication company, such as can't deal with some case in time, lacks of efficiency and supervising in the sending-receiving process, large work of report statistics, is difficult to reuse order data.To solve the questions above, the paper designs and implements a suite of order information management system for the telecommunication company. The paper analyzes functional requirements, system roles and some non-functional requirements. Based on the result of requirement analysis, some key questions proposed and through analysis some solution proposed too. The paper describes order management flow and system roles, and mainly describes functional requirements, the design and implementation of the system.The System adapts some mature open source frameworks and technologies, such as J2EE, Struts, Spring and Hibernate. It contains multi-layer framework pattern, reduces the coupling of the system, increases the flexibility of the system, and enhances the scalability and maintainability of the system.
