China mobile’s core resources include such as GSM, GPRS, TD-CDMA and other network. No doubt the fast development of Call duration、the number of subscribers、new business put forward a serious challenge to the network construction. In this context, the operators of the internal network management platform also revealed a rapid development. Electronic Operation and Maintenance (the following referred to as EOMS) system in the system of OSS was positioned to integrate various comprehensive network resources and was expected to be the operation and maintenance platform of network maintenance、worksheet management、daily work management in all the business. How EOMS system in usability, reliability, performance, cross-platform support, safety, flexibility to adapt to the development of the mobile business fast development was worth thinking.To solve the problem, the text put forward to architecture thought as follows: Design the bottom business support platform and UI framework which was used of supporting business module developing by programmer and which could be smooth inserted to run after the completion of the development business components. Such as workflow design device、the report development tools、system maintenance tools could be provided by EOMS platform to customer software maintenance personal.In the text, we elaborate on the design and implementation of systems. Having given a brief analysis of the requirements, first indicates that the use of the current, then analyzes the new issue of the functional requirements of the system and the non-functional characteristics of the system. Based on the analysis of the demand, to unify the style of systems, decrease the difficulty of development and reduce the workload of development, the general design is put forward. Then we make a careful design and implementation for two core modules-----worksheet management, duty management. Finally, we give a comprehensive summary of the work, showing the results we have got, and pointing out shortcomings and the way of improvement.
