Operation and maintenance (O&M) are important for telecommunication operators to provide services. Either the operator is network provider now or service provider in future, O&M should not be ignored. With development of technology in the telecommunication and computer field, it is time for networks' aggregating. Specially, IP technology is widely used on telecommunication network now, so many telecommunication technologies are used in computer field and vice versa. Such intercourse between telecommunication and computer technology enhances the operation support system (OSS) in telecommunication operators. Telecommunication operators have made huge progress in building their OSS, but the level of their OSS dropped behind other operators in some developed countries. In fact, their O&M is network-oriented but not service-oriented. In the 3G times, operators must provide more multiple businesses for customer since businesses are the spring of power for competing. In order to compete with others, operators should establish or optimize their OSS including service O&M as well as network.NGOSS is a group of standard frameworks agreed by some equipment providers, service providers and system-integrate companies. It is managed and driven by the TMF. It is used for guiding to develop projects agilely with lower costs. NGOSS is becoming a reference for building service-oriented OSS. Many business framework models included in NGOSS define processes and business elements concerning telecommunication operation. In fact, NGOSS defines functions of OSS and BSS.Operators are able to enhance the level of their O&M through establishing Composite Electronic Operation And Maintenance System. As the result of establishing, they can make customers more satisfied and be more powerful than other competitors. Goals of the composite electronic operation and maintenance system as follows: 1.Unifying multiple O&M platforms established for serious network respectively; 2.Transforming network-oriented O&M into service-oriented O&M; 3.Standardizing their O&M activities and establishing automatic O&M as best as operators can so that they can respond customers' demands more quickly.Content of this paper is as below:Firstly, it designs procedures which should be included in the system. The main reference is the eTOM as well as practice in operators and demands of users of the system.Secondly, SOA is used to design the system. Activities in O&M are abstracted to be services included in the system. Web Services are used to call O&M services. Process-management layer is above Web Services Management Layer and it plays the role organizing Web Services. All O&M activities may be executed through the process-management layer cooperate with the Web Services Management Layer and O&M services.Lastly, this paper introduces a suit of open source J2EE frameworks combination - Struts+Spring+Hibernate- and a kind of open source Web Services management platform to implement the system. |
