During the era of telecommunication services have developed and promoted from every aspect, the operation management system has become the focal spot which various operators compete. The operation management is the main management activity and serves as one of their functions of Shandong telecommunications. The development and construction of the operation management system is related to the vocational level and the operation cost.According to the above, in recent years, each leading telecommunication operator is to update and modify the present existing operation management system to adapt to the shifting marketing demands. The original operation management system is the traditional management which primarily faced to network, however, we need to innovate and create the new mode which changes the interactions between customers. By abandoning the old operations which based on the experiences of telecommunication users and maintenance personnel, the operation management system is shifted to summarize and develop the elementary knowledge based on the maintaining experiences, as well as the maintenance is based on effective and rational analyze of the foundational knowledge. Meanwhile, alleviating the traditional idea which is management and functions of operation and maintenance departments, as well as detailing management connections and procedures, are to achieve the development of refinement management from extension management. Electronic operation and maintenance management is to help with electronic, standardized, and routine operations ultimately. It is the concept based on supporting operation and maintenance management in the current era.This thesis is based on the development in operating and maintaining management of China Telecommunication Shandong Branch Company, introduced the research background and significance of the project at first, and then analyzed users’demands of functions from the object-oriented ideas. According to the systematic objective of the design and the principles, the entire system framework, technical framework, logical framework, and functional framework were proposed. The UML language was used to design and build model. Then the primary functions and crucial procedures of the system were discussed in detail. Finally, the refinement and further development of the system in future was debated.Electronic Operation Maintenance System is the essential platform to support the network operation and maintenance management of China Telecommunication Shandong Branch Company. According to the systematic and technical principles and requirements from the company, this thesis used the uniform model building languages to analyze descriptions of the design. The Informix was used as background database, and Java language was used to develop. The design was based on the structure of three layers B/W/S model, relating to Struts2, Spring, and Hibernate techniques, the work procedures was referred to the detailing design systematically. The system was divided into eight subsystems as personal portal, operation and maintenance process, duty manager, job plan and management, information distribution, resources allocation management, integrated management, and system management. The emphasis that the job plan and management and operation and maintenance process (such as software updating) were designed exactly and fully discussed to ensure the implementation.
