In this thesis, current security problems of operation and maintenance have been investigated for China unicom, and Operation Security Auditing System is designed to solve these problems.By analyzing and studying the risks of operation and maintenance procedure and used key technique in telecom operator level, IT introcontrol methods are investigated, which are used in constructing network and managing operation and maintenance., Security risks, the common evasion measures and shortages are analyzed.Integrated solution is advanced, based on the common IT introcontrol evasion measures. The solution is analyzed to estimate the actual effect, using the bastion host which is applied successfully as cues.According to Sarbanes Oxley Act and security principle of communication industry, by searching related documents and analyzing exposition of the documents about the trend of developing operation and maintenance, and studying the implementation mode of common protocols in operation and maintenance, the structure and modules of Operation Security Auditing System are determined finally. Installation is only last form, but the key point is to discuss the security operation problems and resolve them by using the latest technology.
