The hincreasingly omogenization competition urges operators much more focus oncompetitive advantages of service, the focus of the competition has transferred fromproduct prices and packages to the service sector gradually. It is very necessary tocombine with existing system construction and the situation of actual application,and by promoting work efficiency of operation and maintenance protection to reachthe goal of enhancing customer satisfaction, and the demand of setting up aneffective operational and maintenance management system is put forward after it.Electronic operation maintenance system is the very important part of the totalsolution of OSS, and it is the platform of operation and maintenance work for eachoperating department, and is also the main way for scheduling and managing dailyproduction in the operation. It has connected various regions’ network maintenancedepartments organically by using IT system; The same time, the system is also thelink for holding parent company and the companies of each district and eachmaintenance support center, and each professional network management systemwork together systematacially.Electronic operation maintenance system should realize electronization andnormalization of operation and maintenance management, quickly passes on andoverall feedback all kinds of operation and maintenance control information anddaily maintenance management, it provides a good support for front-end marketbusiness, improves service level and quality, and advances users’ sensibility; itimproves Telecom electronic operational management level of rear-end effectively,reduces the time limit for service assurance, and save the processing time of users’breakdowns.This paper starts with the practical work of Tianjing Telecom. Provides design ideaof EOMS, and elaborates the whole implementation scheme of the system. Chapterone of this paper introduces the research background and current studies at homeand abroad of the system. Chapter two focuses on the analysis of productive taskprocess, substitute maintaining evaluation and the requirement of substitutemaintaining cost. Chapter three mainly explains the overall structure, deployment scheme and part of interface schemes. Chapter four takes productive task moduleas an example, introduces detailed design and implementation scheme of the system,including the design of database and functional interface.
