The growing popularity of motor vehicles not only brings a lot of convenience to people’s lives, but also brings a lot of thorny issues. For example, vehicle dispersion is not easy to manage, theft, robbery, traffic problems. How to make the vehicle management scientific and improve vehicle operational safety has become a major issue that need to be resolved. People expect to have a technology that can be real-time understanding of the operation of vehicles, providing security and guiding service. At the same time it can also be run in the process of data recorded for later analysis, the vehicle monitoring system was started to meet the need of this new trend. Along with the developments of GPS localization technology, Geography Information Technology. Wireless Communication as well as a requirement of social economic development the GPS Vehicle Localization Supervisory System has been used widely in applications just like enterprises management, logistics and monitoring and dispatching of special vehicle. Moreover it brings lots of economic and social benefits.According to the specific needs of Tangshan City Public Security Bureau, This article uses the GPS/GPRS vehicle positioning and monitoring method:This system combines the advantages of the two communication modes GPRS and GSM rationally, which are utilized most frequently in the current vehicle localization supervisory. Through the GPRS, the monitoring center will accept machine (vehicle) location information. The vehicles location that can be realized by using electronic map. Besides this, it still has value-added function.The system design is separated, considering the security of the Police system as well as the openness of the civil system. Data of the civil system can be used in the Police system. In order to ensure the stability, the system is divided into municipal, county (District) level. The system software is designed with a combination of Web pages and forms software. LINGTU is selected as the tool for development of GIS.It is Humanization, convenient and practical. Effect is obvious.Using information technology, electronic management tools to enhance the existing vehicle resources utilization, improves the efficiency of team staff, the protection of the safety car.
