With China's economic development, automotive industry has become a huge industry with rapid development, and greatly promoted the development of the automotive software meanwhile. The vehicle navigation and monitoring system in real-life are being actively studied at home and abroad, after years of developing and nurturing, our country's GPS vehicle location and monitoring system market has entered a period of rapid development.This paper analyzes and discusses mechanism of vehicle navigation and monitoring, system structure and functions and introduces the building method of vehicle-mounted terminal's operating system platform, wireless transmission methods, monitoring terminal software system based on GIS in monitoring and control center in detail. This subject proposes a vehicle navigation and control system program based on a GIS/GPS/GPRS, and completes the design of vehicle-mounted terminal and monitoring terminal. This system integrates GIS information technology, GPS technology and GPRS modern communication technology together. Vehicle-mounted terminal can operate maps, receive GPS signals, and use GPRS wireless communication equipment to transmit the location data of the terminals and other information to the control centre and control terminal, display the car on the monitor after matching on the map to achieve real-time monitoring of the vehicles' location. Monitoring Center can also query accurate location, speed and status of the moving vehicles and send scheduling control instructions to carry out scientific scheduling management and improve operating efficiency. If a vehicle being in the event of an accident or hazard, it can also send alarm information to the center to achieve timely assistance and support.This object bases on the Jinan Military Region vehicle monitoring system, the whole system is composed of vehicle-mounted terminal, communication server and monitoring terminal, mainly focuses on navigation relative technology, that is the development of vehicle-mounted navigation terminal and monitoring terminal, cooperating with communication server to form a whole military automotives monitoring project. The system integrates GPRS, GPS and GIS technology together, not only performs a good application of GPRS technology's characteristics --high-speed, real-time, wide range coverage of network, but also use the advantages of GPS's speediness and real-time, GIS tracking and displaying geographic data to achieve intelligent remote monitoring, scheduling and management of real-time online and information transmission each other between moving vehicles and monitoring center.To improve positioning accuracy and system response rate, enhance the software and hardware scalability and interactive capability, vehicle-mounted terminals uses embedded operating system Windows CE.net and ARM920T embedded microprocessor, and on software uses multi-threading technology to run GPS data reception, analysis and transmitting data by GPRS wireless communications network in the background. Monitoring terminal uses socket, multi-thread, database, etc., through data analysis transmitted from vehicle-mounted terminal, memory management, database access technology to realize the access of history trace, display and track points enquiry operation.Vehicle-mounted terminal as one of the focuses of the study, involves underlying software and operating system transplantation, transplantation and testing process were cumbersome and complex, took up much time, so the time used in developing vehicle-mounted terminal and monitoring terminal software system was relatively short, some functions could be completed further.
