With the continuous development of computer networks and satellite tracking technology, GPS/GPRS technology has been widely used in civilian areas, in particular, in the monitoring, directing, scheduling for vehicle motion. And with the fast development of China’s postal industry, the requirement for improving scientific scheduling level of the traditional postal routes and vehicles for various mail transferring has increased dramatically, especially, the vehicles from the second, third level’s post office and its affiliated institutions. This paper has discussed an experimental transporting management system for postal communication that bases on the actual situation of post offices in Shaanxi Province and focuses on its municipal post office’s delivery route and the scheduling of vehicles, and adopts GPS/GPRS fleet management technology for real-time scheduling and processing.The system has applied the GPS/GPRS into the transport links of post delivery. With the information control of time limitation of mails and transferring mail mailbag, real-time monitoring of motor vehicles on the postal route, we have achieved the control and management of the whole process for post transferring. The system includes vehicle mobile terminal and network monitoring software. The vehicle terminal has installed ARM920T embedded processor and embedded systems WindowsCE.NET. The network monitoring software is composed of the monitoring terminal and communications servers, while the data communication server is responsible for communication such as protocol, data store and transmition, and the monitoring terminal implements the function of electrical map, graphic display, database management, human computer interface, etc. For the vehicle mobile terminal, we select PlatformBuilder4.2and EVC4.0as development tools, the former for the clipping of WindowsCE, and the latter for programming. The programming tool for network monitoring software is Visual C++6.0, and the database is SQL Server2000.This system has integrated GPS, GPRS and GIS techniques, has characterized of faster GPS positioning, GIS’s visual display and GPRS’s rapidly information exchange in a wider range. The system can make the exact location of the target vehicle, and reveal some relevant information such as vehicle speed. So we can dynamically monitor the postal vehicles, standardize vehicle running route, control transport time, dynamically schedule the vehicle, obtain the flow of total mailbags in real time. It also has SMS notification, speeding, remote alarm functions, etc. The system can give the postal industry a powerful support for its vehicle motion management, scheduling and monitoring.
