Nowadays,traditional work way in the inland shipping management has manydisadvantages such as low efficiency, especially waste of human resource in the case ofmore and more Enterprises interaction. Therefore, an urgent requirement for developinga platform based on collaborative framework system, thus can changing the traditionalways of working, streamline work processes to meet the needs of the growing inlandshipping information and enhance the image of the government departments. This paperis study how to solve the above problems using the java EE related technologies, usingobject-oriented design ideas during construction of information platform for the LocalMaritime Manage System; the article addresses the following issues:1. The necessity and feasibility of the concept of modern e-government informationconstruction of the local maritime sector;2. RBAC theory is applied to the maritime platform, divided into various user rolesand the functional responsibilities, and security control;3. Design and build the local maritime system, the formation of the actual resultsand put into practical application.First of all, the paper establish models for each sub module which based on thedemand of the local Maritime bureau, then gradually clarify it and select developmentenvironment technology solutions. Taking a brief introduction of java EE frameworksand MVC develop model. Construct the RBAC model based on users’ needs, and withthis model describes the system user groups, lists the actual needs of each user group.After that analysis, divide the system to maritime information sub-system andpersonnel management sub-system. Two systems based on RBAC model which givesdifferent users the different authority and management, a complete description of thework processes and relationships of the various functional sub-modules. Databasedesign, ER diagram to show the concept of structural design of the database, and givesthe corresponding database key table field.At final part of this paper describe the database using process and show the system runtime pictures. Then introduce white-box and black-box testing theory and tools andtake functional testing and pressure testing with these tools. Discussing security issuesproperly meet at the daily maintenance and how to precautions, use load runner testaccess functionality of the entire system and gave test report.
