In order to meetthe needs of the new era, the villages and towns’ financial sector needs further follow upand development, to keep up with the government’s various reforms, and the constantupdates.According to the spirit of the rural tax and fee reform policies in Sichuan in2002,the government of Jianyang put the rural tax and fee reform in to effect, and after that,great changes took place in personnel management, institution setting, and personnelarrangements to mobilize of financial personnel management in villages and towns.Thus, because of the particularity of the personnel management and statistics in villagesand towns, the Jianyang finance bureau’s personnel management and statistical softwareof financial system which is issued by the ministry of finance can’t meet the demand ofthe personnel management and statistics in villages and towns of Jianyang. So it’s veryimportant to develop special software for personnel management and statistics tomanage and count the employees of finance bureau in villages and towns.In the background of tax and fee reform, combining with the current situationreform, the frequently township financial personnel of change, the personnelmanagement system can better provides management support and convenience for work. At the same time, this subject is also organic component which vigorously promots theelectronic government affairs, and provides support for our country, especially the westregions’ electronic government affairs.This paper analyzes and designs a personnel management system for the localfinance bureau according to the actual demand of the city of Jianyang in Sichuan, andelaborates the train of thought and related technical route of the projects combined withrelated knowledge of software engineering. Finally, it presents the operation of systemtesting.
