Human resource management is to forecast the needs of human resource and make manpower requirements planning, select staff and better organization, assess the pay compensation performance and make incentive effective, combine the organization with the effective development and individual needs in order to achieve optimal organizational performance. In other words, it applies modern scientific methods to training, organizing and deploying of a combination of human and material resources, so that human power and materials keep the best ratio. Meanwhile, it evokes people’s concepts, psychological and physical behaviors, and gives full play to people’s initiative, in order to achieve organizational goals on expertise and resources.In the era of knowledge economy, the philosophy of human resource management is people-oriented. Whatever the organization is, the basic work of its human resource management is to predict the organization and external environment, make human resource plans, organize the recruitment, assess employee behaviors, make development plans on the employees’career, make training programs and so on. However, the work is constantly changing and complicated, in order to reduce the burden of the office staff, we decide to develop a college human resources management system, which not only plans strategies for and serves human resources information systems, but also for daily human resource management. At the same time, the system can reduce the pressure of the human resource managers on the daily work, and enhance their participation in the organization and the capacity of daily management as well.As the further deepening of reform of personnel system, personnel management work has been gradually converses to the human resources management and development. Therefore, whether the ability to create excellent teaching and research environment provides excellent personnel guarantee for a college or a university to survive and develop will be one of a vital factor in the fierce competition. As a result, that human resource has become the "first resource" is widely accepted. To ensure a college or a university to achieve strategic objectives, the human resources of the organization is supposed to follow the scientific management, and a software system for personnel management information system is supposed to set up, in order to analyze, distribute personnel business data personnel management of information technology. On the basis of research, combined with the development and actual work of the university, we design this human resource Management Information System. This system involves modern human resource management theory and practical work. It is combination of the three-tier architecture of web services model, use the Microsoft.NET development platform, component programming technology, Web Service technology, database technology and technology of ADO.net. This paper describes basic principles on the system design and implementation process, according to the point of software design and development of system design objectives. The practice shows that, the idea about personnel management in this thesis is practically proved feasible and is convenient for personnel management work and collocation and management of human resources.It is an information management system with full functions and wide application. It is more scientific, systematic, standardized, more efficient and convenient, the more accurate, thereby greatly improve efficiency, and also facilitate related to leadership, management, teachers and students to conduct operation.
