In recent years, with the rapid development of information technology (IT), the campus ITconstruction has been transforming people’s educational concepts and means. The use of thecampus IT caters to the needs of education development. It enriches the ways and means theteachers get knowledge, and also makes class teaching more active and more impressive.Therefore many schools start or improve the campus IT construction. At the same time a largenumber of medium and small system integrated companies facing educational market emerge asthe time requires.As the campus network construction deepens gradually, more and more problems have beenexposed, such as the project delay and the over-expense. All these problems, in some ways,reflect a fact that during carrying-out the project, a scientific and modern project managingtheory is lack,and project managers also need its’ direction.The paper,taking ShenYang Garment Art School as the example, through the study and analysison the practical cases, combined with the scientific and modern project managing theory,illustrates the carrying-out course of the practical cases from the following three items: theproject time management, the project cost management and the project integration management.It also tells in details how to expand the work on the three items above in practical cases. Thewriter has a chance to take part in the campus network construction project (CNCP) and hascontact with a system integrated company whose business is mostly on campus-networkconstruction. She also knows of the theory of CNCP further, summarizes the experience inCNCP and then presents some new ideas The ideas are about Chang Control in Campus NetworkConstruction, in a word “Two factors, Three results, Four principles”.Two factors refer to two necessary control factors in Change Control. One is the changecontrol team which reviews project change. The other is communication. That is to communicateimmediately when problems appear. Three results refer to the output of change control. The firstis renewed project plan. The second is corrective action. The third is experience, which is veryimportant for a well-managed company. The experience from some course of a project can bewell-controlled in the same course of the following project to increase success possibility. Fourprinciples refer to the principles that we must follow during project change control. Firstly, tomake at change request when project changes. Secondly discussion team signs on the changesuggestion and suggests. Thirdly to report to the manager and ask the manger for some adviceduring change review and decision. Finally change reflects in the old project plan, where thechange is.The paper seeks to make it clear that project management is with stronger pertinence,practicability and maneuverability in campus network construction. The writer also expects theresearch can play a better reference role in other campus network construction to improve thewhole level of campus network construction.
