This thesis aims to analyze the comprehensive management about the process of item development of the Programming System for Education Resources on School Network under the guideline of the theories on software project and item management. Item management is conducted in the framework of B. W. Boehm' s seven principles, namely, strict management by period plans, stage evaluations, rigorous product control, modern program design technology, objective result examination, efficient developing group, and admission of the necessity of improvement on software project. An item begins with a plan which should includes the functions, traits, existing periods and technological features of the system. The process of conducting management plan not only gets to know the item itself but also tries to seek a balance among schedule, resources, and range. Management plan consists of the aims, cost estimate, schedule, quality guarantee, risk management strategy, organization, monitoring, and controlling. For cost estimate, an integrating way of bottom-up and parameter is used;while for schedule, a gradual perfection way is used to achieve the fixed goal. Quality guarantee plan consists of quality target, quality strategy, quality guarantee activity, and quality control activity. Risk management strategy focuses on the identification of different risks and analyses them accordingly. In organization phase, item organization framework, responsibility, item communication and evaluation are clearly defined so as to ensure the item to proceed smoothly. The process of conducting the item is monitored and controlled according to the plan to ensure the cost estimate and schedule going within the range. Notes are taken every day to record the implement of the plan, and the plan and the implement can be compared by different means. If there exists some kinds of deviation, reasons of deviation should be searched and measures be taken to make the plan proceed normally. An evaluation is carried out every Friday and stage evaluation when a stage is over. Although the concluding stage is the last phase of the item, an efficient item management is still required to make correct decisions appropriately, summarize the implement of the item according to the results of management, and analyze the differences between the plan and the implement. The results show that the parameters such as time, size, and cost are controlled within the permitted range. Doubtlessly, there are many controversies and problems in this thesis. For example, the accuracy and transparency of the planshould be increased;quality guarantee staff for functional test should be enlarged;and the concept of time, cost in the item plan should be enforced. Yet it will fulfill its mission, if only it can excite more original views upon developing item management.
