With the rapid development of information technology, people’s lifestyles become increasingly intelligent. Wide range of application of IC card technology has greatly improved people’s living standards. IC card pre-paid management, intelligent gas meter system than the manual reading of the past has been greatly improved equipment more intelligence and efficiency of the staff, but due to the low degree of system integration and fault coverage, the The gas company needs more peopleand financial resources for late maintenance of products.Dedicated chip can improve the integration of the system and reduce the failure rate for quick maintenance discharge failure, therefore, the gas meter chip design is of great practical significance for the development of intelligent IC card gas meter.By understanding the current status of the gas meter, it analyze the advantages and disadvantages of the product, according to the function of intelligent gas meter, intelligent IC card gas meter designed FPGA platform as the core of each functional circuit modules for peripheral IC card information carrier. The entire system include hardware design and debug, software design and debugging, low-power design platform analysis and integrated debugging of hardware and software. Hardware include Altera series FPGA, the data storage circuit, IC card reader circuit segment liquid crystal display circuit, voltage regulator and the detection circuit, the motor valve drive circuit and the hardware watchdog circuit. The software is mainly divided into the main control module, the data storage module, metering and supply voltage detection circuit, IC card reader module driver and LCD driver and other software design. It verifyed the function of the external circuit and maked the system fully functional, stable performance through the integrated debugging of system hardware and software.According to analysis the static power and dynamic power consumption while it is working, the paper looked for ways to reduce power consumption and practical way to reduce system power consumption. The working of power consumption is cuted down based on the methods of clock gating and optimizing the state machine, meanwile, the paper analysises FPGA selection with low-power mode and the IGLOO family structure and determine the chip to meet product demand The flow-chip platform. The paper also introduces the simulation platform to verify the ASIC model and a comprehensive analysis based on the results to modify the software.The system that is designed with the hardware and software meeted the next generation gas meter design requirements which is raised by the company of gas meter. In addition, I simplified the structure of the current gas meter including integrated logic circuit and the driver chip of LCD, thus it cuted down the hardware costs and the difficult degree of maintenance. By using the FPGA platform, designed the pre-design model of the gas meter chip,and used a low power mode designed to meet the demanding requirements of the gas meter for low power.
