Recently, many kinds of natural and man-made calamities become common and severe. Especially the "SARS", Snow disaster, strong typhoon and "WenChuan" earthquake. After been through these disasters, the ensurement of emergency telecommunication becomes more and more important and susceptible to concern by the public. With the universal of the mobile communication, and thanks to the individual usage of mobiles, the public can mainly aware the calamities through receiving short message and shuffling on the net by mobile phones. The technology of GPRS provides giant convenience to the rescue during calamities, brings up people’s probability to stay alive. Nowadays, mobile communication becomes more and more importance to the emergency telecommunication, therefore, the social responsibility beard on the China Mobile is increasingly significant.During all the calamities, Canton Mobile can be faced tow ordeals:the communication system suffers damage to bring down the quality of services, and the outage rate causes by the avalanche-kind incensed calls after the calamites. Especially after one big disaster, it’s not the terrible traffic but transmission network safety&power supply&calls what we concern about.Now, it is an important issue for Canton Mobile to accomplish the ensurement of emergency telecommunication, and increase the reliability of communication network.In this paper, we tend to resolve the problems case in soft-switch MIP equipment, i.e. how to ensure the network safety during the usage of network resources, how to restore the power immediately, and how to face the avalanche-kind incensement of the calls.In the paper, we base on the literatures about emergency telecommunication and the Group Company’s advisements, combine the transmission network scheme for disaster, BST dynamic optimization scheme, and emergency management system in Cell Net. Then put it into implementation and optimization. We operated the Canton emergency telecommunication scheme in daily work, made conclusion by coming with problems case in the reforming process. Through the collection of network data, data analysis, cause positioning, Optimization and Implementation, effect evaluation and so on, we sum up the variety of transmission network scheme for disasters&BST dynamic optimization scheme&emergency management system in Cell Net The optimization program will be consider as the reference for daily ensurement of emergency telecommunication operation.
