In recent years, China’s Fujian province surrounding natural disasters more frequent, the provincial power grid management present situation is not effectively forecast disaster, not timely monitoring the situation of a disaster, many cases are in the disaster occurs through a local person in charge at the scene, and then through the mobile phone to go the way of the description of the disaster, which brings many difficulties to the disaster prevention and mitigation of the power system, lead to disaster relief work delay, low efficiency, even cause the two disasters, in turn aggravate the damage of the disaster.Paper first introduces the fujian electric power emergency management present actual paralysis risk and and actual implementation of the difficult problem of landing, formal description method by use of software engineering, is proposed based on business process and business process reengineering at a time of science and engineering method, applying this method the conclusion in the concept of use cases and requirements analysis class diagram to prove, ensure the validity of the links in the software engineering demand.
