Government procurement as one of the government’s macroeconomic regulation and control means has been already moved to national implementation of macroeconomic and social goals of public policy tool from pure financial expenditure management means. Our government procurement starts late but develops fast in speed and procurement scale. College and universities are institutions, so the" the law of people’s Republic of China Government Procurement "should apply to their procurement. With the development of the our education more and more investment is bringing into universities, at the same time the government procurement in universities increases progressively with years, while the current manual methods can not adapt the needs of the management. Electronic government procurement system through the software technology of the procurement process for automatic processing, can improve the business processing speed, reduce the purchasing cycle, in favor of audit and other advantages, therefore, electronic government procurement system is paid more and more attention as government procurement trend.This paper briefly introduces some concepts related to government procurement and electric government procurement, discusses the history, development and present condition of domestic and foreign university government procurement, and analyzes the present problems of university government procurement. It takes the electronic government procurement system of Shandong university at Weihai as a model to analyze the system of government procurement process and procedures, and to systematically describe and design the users’permissions and role, through logical abstract and hierarchical technology to classify module and design a database, Ultimately, to realize it by code and to offer the reference for the national university electronic government procurement system design.
