The Design And Implementation Of Government Procurement Management And Transaction System Under The Cloud Computing Model

Over the last decade,the reform of the system of government procurement have achieved positive effects in China. In2012,the scale of government procurement all over China has reached to1397.77billion RMB,which is264.52billion RMB more than that in2011and is about23.3percent growth compared to the scale in2011.At the same time,with the deepening of this reform, the construction and development of government purchasing information system have attained rich achievements in all parts of China.But from the overall situation,the problems still considerabley stand out,including scattered and isolated information system, difficult resources share,lower electronic level,lack of effective means of supervision and waste of a mass of data. Such problems severely restricted futher development and innovations of the reform of the system of government procurement,so suitable solutions are strongly needed to solve these problems.The explosion of cloud computing technologies provides a feasible technological method for resolving the above problems,based on cloud computing technology model,building a comprehensive government procurement cloud covering the whole country is more likely to be an ideal choice. The Designation for Government Procurement Management and Transaction System under the Cloud Computing Model is an indispensable part of the systematic project,that is,setting up government procurement cloud.Therefore, this design will effectively solve problems from four aspects related to resource registeration, commodity online transaction,remote bidding evaluation, management by supervision etc. The achievements of this thesis derive from the summary of the author’s practical experiences in the government procurement field and have higher feasibility to be implemented. The Government Procurement Management and Transaction System under the Cloud Computing Model will substantially enhance the scientific and fine management level of government procurement and promote the development of the reform of the system of government procurement.
