The Application And Management Of Network Media In Emergency

Overall, China is now at an important period of strategic opportunities and constructions highlights. All types of emergencies brought about a huge test for social harmony and stability. As the emerging information and communication platform, online media plays an increasingly larger role in response to emergencies, due to the unique qualities of the internet media, there are also many problems. At present, there are still many areas for improvement. Our government should do something on the network media, especially online media management of emergencies. The application of the emergency and the management of online media is a new issue in the field of public administration, as well as a problem. This paper summarized the problems of online media in the coverage of breaking events, analyzing the root cause of the problems, and on this basis, aimed at strengthening the network media management in the emergency countermeasures and recommendations.This paper is divided into five chapters, introduction, basic theory, the application and duty of the online media in the emergency, the problems and causes of the online reports in the emergency and the suggestions and countermeasures of the online media management. With all the discussion, under the emergency, the coverage of online media has the problem that network communication content is seriously polluted; it has bad credibility and online infringement and so on. Existing laws and regulations for the online media management in emergencies is not perfect, management tool is single, and local government do not take the initiative to publish the awareness and other issues. This paper takes a comprehensive in-depth analysis in the causes of the problem and proposes some useful suggestions:1. increase the participation of the principal moral qualities;2. strengthen and improve the industrial self-regulation;3. implement the net real name system;4. complete the government open-information system;5. establish regulatory agencies for the specific network media;6. improve the technical management of the network media;7. strengthen the cultivation of the "opinion leaders";8. establish a sound legal constraints and security mechanism.In the process of the detailed discussion, with the perspective of the public management, this paper makes the network media becomes an important factor in the system of the emergencies, and makes a more comprehensive and in-depth discussion. This paper has also adopted a multi-disciplinary theory method, fact demonstration, science method phase analysis method and control methods and so on. On the basis of the summary and analysis of large quantities of specific cases, related problems are analyzed with the knowledge in the public management, communication and law science and so on. During the analysis, the author puts the performance of online media emergency as the phrase study, as well as makes macro control to the special form in the normal situation. In the combination of macroscopic and phrase, the author unites targeting and universality, emergency and norm; makes comprehensive inductive analysis with the problems in the emergency of the network media reports, and gives suggestions and strategies. This paper can plays a guiding role in establishing and perfecting the application of the emergency network media and the management of the long-standing mechanism.
