In globalizing age, not only the traditional public emergencies, such as earthquake, flood, fire and mass turbulence, happen frequently, but also some new sorts of emergencies, for instance terrorism attack, spread of epidemic disease and ecological disaster, occur repeatedly. If being handled improperly, these emergencies can lead to public crises. When dealing with such public emergencies or other crises, normally the government is at one end, the public is at the other end, and the mass media can play a significant role in bridging them.By analyzing some true cases that the city newspaper owned by Fujian Province had encountered when covering public emergencies, this thesis concentrated on the following three topics:First, discussing the"invalidation"problem, which exists at present when the government and the mass media treated with public emergencies or other crises, and proposing the urgency and practical importance of the methods to resolve this problem.Second, when handling public emergencies or other crises, how could the government bring the role of mass media, that is releasing news and guiding public opinion, into play properly to conduct a two-way information transfer between the government organizations and the public, and finally to build up a cooperative relationship, in which the society subject and object trust, understand and sustain one another.Third, when the mass media reported on public emergencies or other crises, it should prevent itself from possible misconduct, for example incorrect information resource, not authoritative and acute comment, and superficial report. Otherwise, these misconducts might become a negative factor, which turning public emergency into public crisis, or making public crisis worse.Basing on series of theories concerning public crisis management, media management and the psychology of the mass distribution, by using different methodology, including positivism research, case study and reference consultant, and through analyzing both positive and negative role of mass media in treating with the...
